Abstract

Net zero ambitions are taking hold globally with public support for this path also growing in Ontario. Net Zero goals drive the need for additional electrification using low emission sources of all types; over 200% more demand in the winter and over 135% more demand in the summer. Many low emitting resources take years to site, develop, and commission. Planning to acquire non- emitting resources for both the medium and long term must start now. Absent such planning, the near-term urgency to acquire capacity to address Ontario’s current capacity shortfall will rely on new natural gas generation, delaying procurements of low emitting options and creating a high emissions transition before progress towards a net zero vision for 2050 can be achieved. To maximize the benefits to Ontario of the significant infrastructure investments, procurements should take into account societal goals and policy objectives. The resulting opportunity is significant for nuclear of all shapes and sizes.
